Preheat oven to 400F
In large bowl, mix flour, sugar, baking powder, salt and zest.
Chill dough for 20 minutes. Roll out chilled dough to 1/2 to 3/4 inch. Use a round biscuit cutter or another cutter of your choice.
Place on a parchment lined cookie sheet, sprinkle with sugar and bake for 18-20 minutes, until lightly browned. Insert toothpick in the center of the biscuits to test for doneness.
